Nerf base damage of Pillar of Flame by 25% but increase the damage if the target is under blaze by 50%. This way as a support he has to telegraph his damage a little better rather than chunking you for about 20% of your max health early because he placed it directly on you and no champion with out a dash can dodge it early until upgraded boots.

You can dodge it with just boots... if you're a korean challenger or have the ping and prediction skill of one. And keep in mind he can do this at 900 units. Unless you're name is Ezreal you can't CS from outside that range!
