@Riot -Why are you moving Ultimate Hat to Domination, and replacing it with Nimbus Cloak in Sorcery?

Ultimate Hat makes more sense in the Sorcery tree that mages are supposed to favor, as it's a low-key way to improve their damage output, while the new Nimbus Cloak (for those that don't know - gain MS for 2s when you cast your ultimate) makes a lot more sense in the Domination tree, as it favors assassins who like to get to their targets or escape after they roll their combos. I'm gathering that you don't like that Ultimate Hat + Transcendence are a thing together (since it's favorable towards supports, that you're trying to curb power from), but come on. You're not making sense here anymore. You have rune trees you've tried to define as being catered to certain classes and roles, but recent changes seem to be making changes that basically throw that logic out the window. If you wanted to curtail the combo between Ultimate Hat and Transcendence, remove the 10% CDR that Transcendence grants and just let it convert excess CDR into AP/AD. If you're trying to push that bruisers should take Sorcery for ... Phase Rush... Celerity, and Nimbus Cloak, just stop. They're all kind of awkward in this tree to begin with, and Phase Rush is so niche it may as well not exist. If you want a tree devoted to moving faster, just make a new one. You're blurring the lines a bit too much by trying to shove speed modifications and mage supplemental runes together in the same tree, and it's making the tree a complete mess. Split them up, focus them better, and give mages a tree that isn't bloated by runes that they won't be able to properly utilize.

As an aside - the tree is called Sorcery. Anyone who's familiar with anything fantasy immediately thinks of wizards and mages - not running faster. You need to solidify the themes and fantasies your runes are conveying.

EDIT: Sources: Here, lower in the page where it introduces Nimbus Cloak, then there's a header for Ultimate Hat, where it states it's removal from Sorcery.

The PBE. Surrender at 20 shows that Ultimate Hat is being removed from Sorcery. They have context from Ricklessabandon on Reddit where he says it's being moved to Domination.

Strange they didn't mention that in the notes themselves, it's a one sentence thing.

Also another change to it is you have to kill / get an assist on each enemy champion to have 15% cdr on your ult now.

This is a massive nerf to Karma which seemingly gets nerfed every single patch [aery, censer, shielding % on items, now ultimate hat, ap item changes]

Please leave Ultimate Hat in sorcery!

So, just got the update, and realized what happened, found this thread. I built half my pages around ultimate hat. Gonna spend the next 20 minutes checking runes now. Anyone know the main reason behind this? I agree with most of comments, it seems that mages would benefit from it most. Karthus

The idea as far as I can tell is that mages can go into domination secondary, where's assassin's want to go resolve/precision and are forced to go sorcery if they want this CD. No they can get pressence of mind and will have easy access to ultimate hat because they need their ultimate's up more often. Nimbus cloak is in sorcery because every other movement speed rune is going there too, meaning those that want to stack movement speed can do so. On some champions nimbus cloak will be good, but for mages it, much like the rest of sorcery, will be generally crap with a side of "meh."

All of this is of course a terrible idea, but as I currently have to build Malz with electrocute anyway to have any kind of kill pressure, the change isn't really going to be a problem for me.

They moved it and made it garbage, no one will take it over the other options in that tree.

Moving the ult cdr rune to domination is a buff to big cdr ult that you didn't want to spend off cool down. (Like Karthus R.)

Nimbus Cloak is in sorcery because it "empowers" your ult with a mini Ghost effect.

Except that most mages don't typically need to be moving faster after they ult, as their ults are typically super long range or used to finish off people. Only a handful of "mages" can use this rune, and they're assassins.

It's been an utter mystery as to why they keep feeling this strong need to inundate Sorcery with all this move speed, and not actually with spells that help mages. Move speed benefits assassins and bruisers, and now a solid 3rd of the mage tree is consumed by move speed runes.
