Like a vote to extend the timer in champion select. Kinda like the surrender vote but a "champion select" vote that extends the timer.
I personally think this is a good idea. It will help for those last minute adjustments to your rune page.

well they could also choose to not lower it and keep everything the same... just with a optional time extension.

one time. Like you only do it once, and the first person to do it begins the vote. And if like 6 people vote to extend the timer than we get like 30-45 seconds extra for both sides. But if 5 people from both teams vote no, then it's a no-go.
