I think Xayah is going to be the permabanned one. She doesn't even need Rakan, just enough disruption to set out her feathers. She is both a crit ADC and a burst with E. And she's hard to pin down right away with untargetability on her ult.
We'll see when they come out though.

All other supports with gapcloser require a skillshot to connect first like Thresh Leona and Naut.
