Huge early game buff, I'm pretty sure this will make it viable as a first item rush for how strong the shield is now. Take note the maximum base shield scaling has not changed, it still caps at 300.
Just needs some CDR on it, but then Supports overcap like crazy on it anyway and you cant really take it out of anything in particular without destroying the builds entirely.
Twin Shadows? You cant take CDR out of Redemption because that means stripping Forbidden Idol. But no, theres more. If Locket is getting buffed, thats a stealth Ornn buff if anything. he's going to be hugely popular in high elo by Preseason at this rate.

I like that buff. I used to build it on Leona until I realized how fuckin useless that shield is. You can't save anyone with that petty shield, even from a 1 item 0-6 Zed.
