At this point I'm rarely ever here for balance discussions. I like to keep up with what's going on in the game even though I don't play anymore, and the best discussions I find tend to have nothing to do with balance, because it's hard to have a good discussion when you have people that aren't willing to have a slow-paced, thoughtful conversation when the topic itself is as immediately passionate as balance since that can affect you every day, unlike something like the long-term effects of various institutions or policies in gaming.
Balance discussions tend to be faster and more heat-of-the-moment specifically because balance changes so frequently. So it's hard to get a good one going that won't have someone bear it down to elements of cursing out RIOT in some way, or cursing out someone for defending a champion that's 2% over the line in terms of what they consider to be balanced. Pair that with "Us vs. Them" mentality for determining who stands on what side for champion balance, "Us" being the side that sensibly wants them nerfed and "Them" being the mains that want to defend their easy wins.
Basically, yeah, pretty much what you said. For balance, this place isn't really worth visiting most times, because whether something needs a nerf or a buff they're going to be overly championed by those want those changes with the unpopular opinion being anyone that disagrees with what the so-called circlejerk is going for - be they rallying for buffs for champions that have historically caused problems when they're strong, or nerfs for champions they perceive as having always been strong even if it statistically isn't true.
