Executioner's Calling is made to counter?

I am sure it is specifically made to counter the healer of LOL (Soraka)

I mean i hardly ever see a Soraka main out there and with the recent buffs to support items, soraka is doing well just like sona, janna, nami and other mage supports especially.

However Executioner's Calling (800g) should basically be renamed to "Soraka's Counter". It's not funny that you lose 10% max health per W (heal) and on top the constant stack of grievous wounds from Executioner's make you heal 40% less. It costs way too less and it can be abused early on in lane.

Morellonomicon also applies grievous wounds but only below 35% health which is acceptable.

Personally i think it should not stack after it applies Grevious wounds and the passive should go on CD of atleast 5-10sec or so, after it first applies grevious wounds. Imagine an adc having hurricane and mortal reminder and applying grievous wounds to 3 targets per hit (not sure if this works ) but i assume it does. Self health sacrifice and no mobility/utility to a risky Q (self health regen) makes soraka hard enough to play effectively and not just a heal bot. I am sure no one cares about Soraka. lel
