If bot lane is successful, sated devourer is successful?

Would you say this is correct in general? This is assuming that both teams are equally competent (making sure dragon pit is well warded). Let's face it, the enemy team isn't going to let you solo most of the time, so in order to get stacks you'll need some help from...bot lane. So I'd say it's a fair assumption that the success of a sated devourer jungler goes hand in hand with the success of your bot lane. If they don't do well, you'll miss dragon stacks, which means in will take you a lot longer to hit your power spike than non sated devourer junglers. So, in order to counter sated devourer, all you have to do is make sure your bot lane does well (gank as much as possible!), right? Maybe this item isn't so hard to deal with after all.

The flow of the game has long been dictated by how well the bot and jungle go. For as long as I can remember ADC + supp + jungle being standard roles, those 3 shaped every single match. If your bot lane and your jungle win, your mid and top can literally just sit there and perform to the bare minimum. If your bot and jungle perform to the bare minimum, or even if your jungle and one member of bot underperforms, it takes nothing short of miracle play out of the other 3 people to rectify their mistakes.

I think Riot recognises this, and they're trying to nudge the meta away from games being dominated by how well bot + jg goes. You can see them trying to push the jungle meta around. You can see them trying to revolutionise bot lane with this new-fangled Morde rework. Idk. This game has always revolved around bot lane.
