Vlad healing for 1845 from a single empowered Q

Mid laner feeds Vlad, and so Vlad becomes literally unkillable because he is healing for 1845 hp from 1 empowered Q. I dont care if he is 16-5 healing for that much from a single Q is utterly broken. Not even the 16-4 Ezreal adc on my team can deal enough damage to kill Vlad before Vlad uses his Q and heals for 3/4ths of his max HP. This vlad didnt even have a spirit visage, your looking at just under 2398.5 hp heal if the vlad had bought spirit visage. Even with the grievous wounds debuff on vlad he would still heal for 1107 hp from a single empowered Q. Yes this happened on PBE, but i doubled checked Vlad did not get any changes and there are no item changes, tweaks, buffs or nerfs, so this is 100% just as possible on the normal summoners rift. This isnt some buff that made vlad OP, no this is the exact same vlad on normal summoners rift, and the exact same items.
