New champ is the chance to test out skipping past pbe since it's preseason.
Since it is the one time you can do something that will result in such volatile changes overall.

The PBE exists for a reason.
You don't just skip it, especially with something like a new champion because any kind of new mechanic is bound to be bugged in one way or another.
They skipped the PBE with Odyssey and there were bugs and problems. I don't think they want to repeat that, especially with a champion. They're also NOT skipping the PBE, since the way we know of this is that Moobeat's Surrender at 20 PBE account shows the reveal date.
Im down its been too long since a champion release and worst case is that it gets hot fixed and people would not see it coming creating some hype.
