I think that Talon's E should have the 15% damage increase at all levels, cause there's no point in using it for that early game. Katerina's E does 15% damage reduction at all levels so why not similar to Talon's E? You may say that it also has that minor slow but Kat's also deals damage so it counter-balances that. Buffing his E would also make him more viable early game. He's never played cause the nerfs removed his primary advantage but this buff can bring him back.

ik thats why i posted, they should change the name since they took the silence... and I think the slow is rather lack luster at .25 of a second they added they should atleast have made the slow 1-2 seconds.
Personally I believe it could use a buff since it's currently lack luster maybe something similar to teemo or elise. a bleed/burn effect of something like 3-5% max hp over 3-5 seconds.
