[Gameplay Concept] Miss Fortune Make it Rain (E) Rework.

##Context Put simply, Make It Rain is pretty toxic in design. This has been exposed in the past back when players would max E first and run Thunderlord's Decree Keystone and simply dominate lane. In response to this, the Balance Team hit its numbers in order to alleviate the issue. However, with the advent of Miss Fortune Support the issue has resurfaced.

In short, either the whittling damage or the withering slow needs to be removed. I like the damage from E, but there's no interactivity. I don't want Riot to hit the slow because it's the only form of self-peel in Miss Fortune's kit. Removing the damage without compensation would also be cause for concern because its typical usage (in a Team Fight) is to stack E and R which in turn constantly reapplies Deathfire Touch.

##My Proposed Solution Damage Removed. Make it Rain now amplifies Miss Fortunes damage by a small percentage (only enough to roughly compensate for the damage removed from the abilities) to any Enemies while inside the Area of Effect. The amplified damage is dealt as Magic Damage.

##What does this change aim to achieve?

  1. It allows Miss Fortune to retain her one form of self-peel.
  2. It allows Miss Fortune to retain the damage that Make it Rain deals.
  3. It makes the ability more interactive and adds meaningful gameplay to her kit, in turn discouraging the use of Miss Fortune as an mindless poke-based support.

Miss Fortune support isn't a problem, as it's only optimal in one very specific circumstance, fighting Zyra, and even then you have to know what your doing.

Not that great of a change. Essentially, you'd be forcing her to open a fight with Make It Rain so that she can try to land other abilities and maximize her damage, never mind that the interaction with Bullet Time makes it even trickier to balance as you just made her base case scenarios even more overbearing, and thematically, it doesn't make a lot of sense that being hit with hundreds of bullet wouldn't deal damage to you.

Make the number of bullets scale with attack speed.
