It all depends and goes both ways.
Like if I play wrecklessly agro toplane and die to every gank when my champ can farm safely by tower, it's probably my fault. If I don't ward and shove out all game, it's my fault.
If I set up easy ganks/counter-ganks top and am camped for 20 min when I have a winning matchup early and am still winning or going even despite being denied cs, flash ganked on cd, roamed on by a fed enemy mid, and can't leave my tower to place a ward without it being instantly cleared and probably dying 1v2... it's probably jungle's fault. Because when you have a winning matchup - you gank for it. If they are being camped but holding their own, you counter-gank and get fed - shutting down 2 people for the price of 1. You gank NOW - not after doing 1 more camp (at which point the enemy may have ganked and killed or chunked out your laner from being able to back you up; or the wave may have bounced or the enemy toplaner backed). You gank NOw - you don't invade the enemy jungle to check for camps to steal - that is what you do AFTER you gank the lane and get the kill or force them back. This way you have backup from your laner when you do invade.
It goes both ways. I'm in gold. I've played everywhere from bronze 3 to gold 3, and I can safely say that despite maining top and support I am a better jungler than the majority of players at this elo. My mechanics are on-par with most but not good enough to climb. My macro (outside of being map blind in lane sometimes) is on a much higher level though. And this is perhaps the most frustrating thing of all. You regularly get junglers AND laners who don't realize they are repeatedly making the same horrible decisions which cost them fights, objectives, and ultimately the game. And even when you explain to them nicely, they either deny it and call you toxic and make fun of you for shotcalling or they are too naive to even understand that what they are doing is wrong and how a different decision would be much better.
Like the feeding adc solo pushing a side lane when baron or drag is up on the other side of the map. 1. Your team might be able to contest and/or steal it if you group - sometimes giving it away for a tower or 2 is better though. 2. When literally everyone (support janna/taric included) on the enemy team can 1v1 kill you as the adc, you don't blindly solo push the lane. It both gives the enemy free reign to 5v4 force towers elsewhere, and to run one person up... kill you... and either split-push for towers in 2 lanes or regroup and 5v4 again. If you aren't taking towers, it is in no way worth. 3. If you teamfought while your other lanes and/or jungle might have a crucial lead on their opponents, they can make up for the deficit you have as adc. Moreover, it means you might pick up some kills and assists to get you back in the game. After you WIN the teamfight, you might be able to solo farm a side lane under no threat or take an objective with your team. But of course people can't comprehend such logical ideas. And because it's not LCS or Challenger tier, they make fun of you for shotcalling stuff like that. Cuz logical and good calls only apply at high elo or something in their minds?...
