Witts end is an example of an item that Doesn't offer much. It reduces enemy magic resist making you want to use it on an ap bruiser but then there is no such thing as one so it's left for ad bruisers and there is no reason they would want it either.

I think the good change would be to make it's damage scale with level. Right now it can't be made any stronger, or champons like Teemo, Kayle or even TF would use it to fk up every AP matchup by rushing it. But after an item or two, it doesn't scale at all so you start regretting ever buying it. Even as Teeto I'd often sell it if it gets to lategame. Making it's damage more like 30+ 1.5*lvl, that is 32-57 could solve both problems with this item.

It still gets picked up occasionally. It's situational sure but that doesn't make it a bad thing. Its core on WW, and super strong on other on-hit champions, even seen a few diamond level adc's pick it up. No need to buff it or remove it tbh.

actually why not have it deal a smaller amount of true damage?. I know Irelia is hard to balance with a true damage on hit but I think it would give the item a tank shreding niche it should have.

If it did true dmg on hit than it would shred everyone, no way to balance that
