Why am I being matched with low levels in normal games?

For the past few days or weeks,I get matched with low levels (30-45-60 etc) in normal games and I also have those levels as enemies.I no longer see players above 100 lvl except some times.I mostly play normals to practice new roles and champs or to not forget my mains,if I do try to learn new things.So why do I get matched with people who still don’t know the game and can’t communicate? For the first times I thought “ok someone might as well have premade a game with a friend on lower level so other teammates on both sides are on a similar level” but it keeps happening in every game and I don’t know why.Can somebody explain?Is this also a bug after tft?Is it because I don’t play as good cause I spam a new player when I wanna learn how to play them?What is it?
