So I really dislike
but it seems to be a staple in 
builds and I've been wanting to try him out in this hell meta. My question is why is it a staple item, is it the move speed? 60 AD is nothing to scoff at and the CDR on Lucian isn't bad either but both stats are on better items. Can someone explain why I should use it or how I can skip it?
Before the assasin rework armor pen did a shit ton of damage early. Currently its pretty useless in the early game but its getting buffed next patch. right now you should go with the regular crit build on lucian. He isnt that good right now anyway.
I wouldn't consider ghostblade a staple in any ADC build currently. Any championsmarksmen(edit) that did run ghostblade and duskblade, are probably better served with an essence reaver into a zeal item right now. Hopefully, sometime this season, Riot actually gives ADCs some build route options so we can have the variety of ADC builds we had pre-assassin re-work.
Any pre-made build that has it, is probably out-of-date and no one's bothered to update it. (Lucian is also kind of on the meh side right now. Yes, he got buffs, but it doesn't seem like they're enough to un-meh him, yet)
