Is it me or is the jungle itself bugged?

When I die to the last creep and the creep always has 1 hp. I hit it with what should have killed it but instead it lives with 1 hp and the jungle item rarely ever kills it. This isn't even a once and awhile thing, this happens game after game when I try new and different things in the jungle.

Or is Riot trolling us and put something in that makes jungle creeps live with 1 hp. Or is it possible there are way too many coincidences to how I die in the jungle.

I seem to consistently leave blue buff at 1hp during my first clear. I manage to kill it on the next hit regardless though (I never let it get THAT CLOSE), but it's odd that you mention it. One would think leaving it at 1hp would be rare, every time I figure I need to get a mastery change or something for it :p

DoTs from Gromp and Red can't kill jungle mobs now for whatever reason :/
