I have an easy solution to this. Tournament pick, first 3 bans, next three bans, pick. Two bans, two bans, pick.
And for ARURF, let ARURF truly be All Random. It'll keep memory of the previous champions you've played and never pick it again until you've played everyone else.

It would also be hell on the matchmaking system, and would require a completely custom algorithm to deal with edge cases where a bunch of people have tiny pools left.
