Make it a flat heal that scales with AD. This would make it ineffective in lane early game where Riot said they hate sustain, but still be useful for survival late game for ADCs. Scaling with AD would prevent Warwick etc from abusing it so it can be useful on the champs its intended to be.

Riot needs to make special interactions for him with keystones because its bullsh-- that he benefits 3x from DFT and warlords over other ADCs. But they dont because hey balance.
