Possible New Veigar Passive

Lets be serious, Veigar's current passive is really useful early game to support his play style, but come late game he might as well have no passive these days. His passive is worse or the same as a Chalice of Harmony or Athene's Unholy Grail these days. So, I present a change. A good bit ago, someone noted how Cass' current play style was more suited for Veigar than Cass since Veigar was a burst mage and Cass was damage over time. So, why not make Veigar have a rising power passive THAT HE CAN GET WITHOUT CHANGING HIS CURRENT PLAY STYLE! (big thing here, probably the main reason Cass players think Cass is so weak). So here we go.

Passive- Master of Evil Innate: Veigar gains gains a stack of Master of Evil whenever he kills an enemy unit. This increases to 5 stacks for killing a large minion, large monster, or champion. Assisting in killing a champion gives him 3 stacks. Veigar's size increases by 1% and his spell range increases by 0.2% for every stack he has. He also gains bonuses whenever he reaches a certain amount of stacks. He can have a max of 250 stacks. 10 Stacks- Tiny Master of Evil: Veigar gains back 15% of the damage he deals as mana. 25 Stacks- Small Master of Evil: Veigar gains 25 flat movement speed when he moves towards an enemy that can be killed by his ultimate. Enemies affected by this are marked with a dark aura around them. 75 Stacks- Moderately Sized Master of Evil: Whenever Veigar kills an enemy unit, his other spells have their cool down reduced by 0.5 seconds. 150 Stacks- Large Master of Evil: Veigar reduces mere physical damage dealt to him by 7% (+1% per level). 250 Stacks- Almighty Master of Evil: Veigar's spells deal 10% of their damage as additional True Damage.

This is just an example. I wasn't going for anything balanced, just an example of what it could be.

Veigar is a powerful force already, but I feel like he could be more if they would just play around with his passive. This might not be the solution, but I feel like Veigar would be suited for a "Rising Power" passive. Also I thought it would be funny for Veigar to become super big over the course of the game. Just imagine a super big Veigar walking towards you.

You know all this is incredibly op right? just the 10 stacks, he would get back almost all his mana with a lvl 5 W. 25 stacks would make him a chasing machine, 75 stacks would make the stacks get higher faster, 150 would make him a tank with ridiculous damage output, and finally, 250 stacks would let him 1 shot anyone with his W only. Not to mention the increase in range which I don't even understand why it's there.

Veigar shouldnt get a power up unfortunately (and I play him). You musnt give more power to someone with infinite scaling. I can already erase someone with him before the teamfight starts. The only thing that could help him are support buffs, such has cooldown reduction or mana cost reduction/refund, and I don't think he needs those either. Though I would like to see a new passive, I can't find anything that wouldn't make him op.

I mainly wanted to just use this as an example

Its a old passive that scales with mana regen

and because mana/HP regen got nerfed pretty hardcore

Veigars passive also got a big hit

I like the passive, but I feel it would be a bit over powered with the true damage and damage reduction
