This honestly has to be the most toxic thing you can spend your RP on. It allows banned people to get back to level 30 quickly, It allows new people at the game to get to ranked quickly when they still have a lot to learn, and it encourages smurfing.

People don't want to take forever to get lvl 30 and people will need to learn a bunch of things when they first play ranked no matter whether they used EXP boosts or not since there are things you can only learn by playing ranked

I started early season 2 and found the game easy to adapt to. If you're not going to win games, exp boosts are almost a waste.
