His laning phase (as a mid) is horrible, and your entire combo is based on landing the hook because you're squishy (you can't go up to them and E-Q them). He also had mana problem with his expensive Q. As a support, you're not getting CS so building damage is not as effective as building tank.

Also, he was designed to be a top/mid pick as a bruiser/mage.

If he misses the hook, then what are the downsides? High reward, no risk.

His hook is his only ranged ability (Ult too but not much range).

If he misses his poke, you can hit him free dmg, or even all in him (provided he does not ult and silence in time).

With all those ap items, his cdr would probably be 10% max and that means no more grab for 10 sec or so

Yasuo misses his Tornado, what are the downsides? Veigar missed his stun, what are the downsides? Vel'koz missed his knock up, what are the downsides?

In all these cases, with the setup tool missed, the champions damage output is greatly diminished. Blitzcrank's 100% AP Scaling hook missed, which drops his damage potential drastically. Engage on him while it's down.

Then he knocks me up, silences me, and runs away with 80% movement speed. Then 5 seconds later he knocks me up again.
