What runes to use in SoloQ?
What's generally better: offensive rune page (AD/AP), or armor/MR + HP/movespeed???
Do you get runes to do more damage, or to compensate for lack of MR (for 30flat MR champs...) etc?

It really depends on the champion you're playing and in what situation.
A Maokai runepage might look like this:
Marks: Attack speed Glyphs: Magic Resist Seals: Armor Quintessences: Ability Power
One may substitute the Magic Resist against AD heavy compositions or personal preference. You generally want a mix of offense/defense/utility because different slots give certain runes more potency. Seals are best used for Armor or Health and Marks are best for Attack Speed and Attack Damage for example.
A general AD-Carry page would look something like this:
Marks: Attack Damage Glyphs: Magic Resist Seals: Armor Quintessences: Attack speed
Each type of rune (Marks, Gylphs, Seals) save for the Quintessences specialize in giving bonuses to certain stats. Quintessences are the jack of all trades and give similar bonuses to all stats though some are more effective than others.

it depends on lane and champion and your champions role. Top lane tank 9/21/0 penetration reds, armor and health yellow, mr blues, health/armor/mr quints
mid lane mage, ap quints, 5 health yellows, 4 armor yellows, scaling mr blues (if you are really confident take ap blues) Penetration reds.
ADC: 1 crit red + 8 Flat ad , 4health yellow +5 armor, Scaling mr blue, AD quints (maybe a armor pen quint)
so it really just depends man
