How in game voice chat should be handled

Everything has its range...Why not the sound of your voice. Proximity voice communication makes sense... Bottom lane and top lane should not be able to speak to one another, but bot and sup should. That and pings should be all of it, get rid of global chat. Most of your flaming would go away...Who wants to have to chase master yi around the JG just to tell him he hasn't ganked enough? And, yes people will say mean things, but in he heat of battle wouldn't you expect them too? Do you think Trundle would walk up to you and be like "excuse me, but can you please stay still so I can take a big bite out of you" Nope he is a big ugly troll, I'm certain he would be nasty AF while he is chasing you down and trying to kill you.

It is an interesting idea, but in such a team based game it doesn't allow the communication you need. If you want to set up for dragon, you should tell your toplaner to get in position for a teleport or make sure its up. Reducing flaming by a mandatory reduction in communication isn't a great way to go. If you have a problem with someone flaming you, you can opt into less communication with the mute feature.

I'd be happy if they had a talk to text feature so you could say something and it type it for you. Every cell phone already has this technology so I can't imagine it'd be too extensive to add to league

that would be reasonable

but i still dont like chat at all in game and believe that it is majority of the cause of toxicity.

i feel with out chat people wont get as tilted and there would be less toxicity
