Ok, somebody on the PBE SHOULD have told us, electrocute, phase rush can be done with just hate spike alone and our ults will be on 65 second cooldowns seriously. lol

I recall NOTHING like that was reported on the reddit boards.

Well, they're not going to say definitively prior to shipping. What if they had told you that, and then decided to change it?

I get that they aren't the best at communication, but not every instance of silence is bad on their part.
