It's an item for melees intended to lessen the pain of ranged v melee matchups. Ranged champions, especially adcs in bot lane, should not receive full benefit as melees from buying the item, they have dorans blade or ring for that reason.

In the patch notes, Riot said that it is meant to be used by anyone facing a tough lane matchup where they'll need to endure hits and farm up. It's basically Doren's Lube. It was simply released too powerful.

Which is great for mid game, but if you can't get in range to auto minions in lane life steal is useless. People want games to go longer? Dorans helps hyper carries survive early game snowballers like Draven Lucian Caitlyn so that laning phase is less of a deciding factor
