Does anyone else think Statikk Shiv became a bit overtuned?
So before you all flood in with the "lolnoscrubyou'restoopid", I want to draw attention to something weird between Rapid Firecannon and Statikk Shiv:
So at the very end of season 5 (or really, pre-season 6), Rapid Firecannon was added into the game riding in on the ADC rework with the idea that it would be a competitor to the then-staple item Statikk Shiv. Basically, the idea was this: one would be a team-fight oriented small-burst item with ranged utility, the other would enhance a unit's wave-clear (and thereby their farming capability) with some okay AoE damage when team-fighting. Certainly with this release, both items were built to their role when appropriate and served their jobs really nicely. While Rapid Firecannon was the stronger of the two when it came to straight up dueling or teamfighting, Shiv still contended solidly and was the go-to item to build if you were behind, allowing ADC's to power-clear and get themselves back into the game if they played smart. Plus, the AoE and ability to crit still wasn't something to sell short.
It's not like this didn't come with its own problems, but one argument could definitely be made: they both were their own item, and they both definitely defined their purpose well.
Buuuuuuuuuuut that's not the case anymore.
Rapid Firecannon's damage was swapped with Statikk Shiv's early in this season after having received a couple of damage nerfs within its lifespan. I don't recall what the heck the reasoning was, but I can certainly say that this was rather... stupid. The compensation was they gave Rapid Firecannon a passive that would increase the rate that it was stacked at, but the damage bonus was now so pitiful as well as being unable to crit that by itself, this item doesn't justify a ton even with the range increase - it was better at poking now I guess, but its power in an actual duel became borderline worthless and now it simply became the item that "let you shoot farther". The bonus damage is honestly utterly negligible, and I wouldn't rush Rapid Firecannon as a first AS item ever anymore.
Statikk Shiv, on the other hand, completely shifted to dominating all aspects of these two items. The single-target damage is now better, it even does it AoE, it waveclears better, it can bloody crit while Rapid Firecannon still can't, it straight up became better except in two areas - it won't charge as fast (kind of a moot point when it's compensated by hitting harder) and it doesn't increase your range for a shot. But even were you to only be able to choose one of these two items, which would you choose, Firecannon or Shiv? Well, in practically every single case (save maybe one or two out of every hundred or so?), you're going to go Shiv because it offers far more straight power that can't be ignored.
But. You don't have to choose, really.
Instead, Rapid Firecannon has become a subordinate item used literally only to serve Statikk Shiv - the combo allows Shiv to stack faster as well as allows its AoE to chain further away. It's gotten to the point that Rapid Firecannon exists only to buff Statikk Shiv, and we've actually come full circle back to the original problem that Firecannon was supposed to fix when it was added: an alternative to Statikk Shiv. Instead, Shiv is the staple with Firecannon being an optional item that you can use to buff Shiv, or you go Runaan's only because it's a staple on the ADC you're using then (Kog, Twitch, Varus, Kalista, etc.). But Shiv is now back on top as the premier AS item for ADC's with nearly no contest.
If you're really looking for something to balance out while gauging the Runes Reforged, I would honestly point here for ADC's - there's no question, these items are unbalanced in their own right even before taking champions into account.
