The reason for this nerf was because of her oppressive burst with a DFG EQ combo after the season 4 vision changes.
Since DFG is being removed she should be able to itemize penetration more easily again.

For example, her ulti cd was 120/90/60 and now it's 150/120/90. 150 cooldown ulti that does virtually nothing early game is one of the most stupid things about Eve right now.

Seriously, her passive is not op. you can detect her from an absurd range out, and silver level vision control shuts her down. She's been nerfed so hard because people don't want to deal with actually learning to play their lanes correctly it's absurd. I cannot rember the last time an Eve "showed up out of nowhere!!!!" and ganked my ADC as a support. it's pretty simple really:

Pink wards cost 100g. that's 1/3rd of a kill and rewards eve for just passing by because she succeeds by default using this strategy.

doubleguac4 votesI absolutely agree that Eve is a mess right now and deserves buffs.
Since S4, though, I would argue that oppressive burst with DFG was not the cause of all her ridiculous nerfs. She's been nerfed into the ground because S4 vision changes made her too difficult to ward against in the jungle.
Eve spent something like two years as the worst champion in the game (season 1 & 2). She was originally slammed with the nerf hammer because her stealth ganks were too unpredictable, and forced people to simply play passively all the time in the laning phase.
I would argue that her current stealth does the same thing. Pink wards are expensive, and they are incredibly easy to kill. There is no practical, cost efficient way to ward against Eve at the moment, so people simply have to play passively during the laning phase to avoid being killed by her.
I don't think Riot will buff her until they find a way to make her stealth less oppressive. Until people can effectively ward against her, she is going to be kept weak.

if they made her E magic, you could still BUILD physical.
Stack AD, build sorc boots and void staff. Do mixed damage, but mostly magic damage.

Also, if she became manaless, they'd need to do something about her passive.
I've been wanting her to slow/stun any enemy hit coming out of her passive (same as pre-rework). The easy way to counter this would be to do any damage to her before she gets to you, since you can see her coming. It won't be as crazy as she was before.
If her Q becomes physical, I'd like her E to be magic. I like her hybrid style.
The other main thing is to change her ult to something that fits her theme. The current one makes no sense on her.

I'm pretty sure that the reason it was changed was in order to give her a more controllable way to apply the SotEL burn, after it was changed to apply from physical damage alone, once again thanks to her abuse case with her Q.
Which means it should have been reverted back as soon as SotEL was removed anyway.

Step 2) Give her 3 seconds of true stealth on her W active OR move her passive stealth to her Ult and make the detect range decrease with level. Either of these changes would allow plays to ward against Eve in a reasonable fashion. Step 3) Buff her kit a lot. I would suggest buffing her sustained damage because heavy burst out of stealth is awful to play against. It would also help to differentiate her from the more burst-focused Knifecat and Obamabug.

The first one would just feel like Shaco or Twitch and the second would just feel completely awful. Eve's stealth is really unique and would be really hard to replace.
