Can we lower Jax counter strike CDR?

Counter Strike EFFECT RADIUS: 300 COST: 50 / 60 / 70 / 80 / 90 MANA COOLDOWN: 16 / 14 / 12 / 10 / 8 Counter Strike ACTIVE: Jax enters Evasion, a defensive stance for up to 2 seconds, causing all basic attacks against him to miss. Jax also takes 25% reduced damage from all area of effect abilities. After 1 second, Jax can reactivate to end it immediately.

8 sec CDR, 4.4 sec of cooldown with 45% CDR.

So Jax is not in Counter Strike for 2.4 seconds. Seems a bit short to me.
