Make Annie's molten shield her passive

Don't get me wrong, I love Annie. She an incredibly easy and fun champion to play but I think she could use a few beneficial changes, making her molten shield ability, passive, is one of them. For those who never played Annie this is the basic description:

I suggest removing the cooldown and nerfing the overall damage reduction by a set amount.
