Look, I love Quinn but I want her passive to be looked at. At level 3 she will all in you and you won't deal enough damage to destroy her. Can we make Quinn more of an adc and less of a top laner. If not, all I'm asking is to look at her passive.
In the mean time this probably would never happen so how do I counter Quinn top without being forced pick some boring champion.

all you can try to do is survive by playing passive. but you rarely get a chance to fight back. against halfway decent palyers you cant fight back at all.
this goes aswell for quinn top, as for graves and vayne.

I made a thread about this a couple days ago, and got a ton of responses Critmaster Garen included. Honestly I think that the new assassin item will actually make counterpicking adc in other roles possible, but tanks and juggs are still fucked.
MisterHealYoGirl1 votesI mean, if you ARE looking for counter matchups, Vladimir and Kennen do alright into Quinn (since Vlad can sustain through her harass with his Q spam and dodge her all-ins with his pool, and Kennen can land a fairly guaranteed stun whenever she uses her combo on you). Pantheon and Teemo DESTROY her by negating her harass with their passive and Q, respectively, and harassing her back in ways she can't deal with. That said, stay behind your minions so that she can't Q-AA you, get armor early, don't shove the wave.

Other ADCs don't work in top lane for a variety of reasons, the main one is that the they're very susceptible to all-ins, and that's basically what happens in top lane during the laning phase. There's almost always one clear victor when the lane is over. However Quinn has Vault to deal with that while having constant harass. Her kit allows her a strong lane without a support.
The problem does have to do with Quinn specifically. Vayne hasn't worked in top lane since last year, and the problem with Graves is a balance issue that effects him in every role and at all portions of the game.
When the Marksman changes were announced everyone wanted to avoid making Quinn's abusive top lane pick even worse, but it looks like that wasn't avoided with how well she's doing there again.
