We have two items that are designed to deal with current ADCs problems that aren't cutting it.
We've obviously all been hearing the "ADCs in 2017" meme for a while, now. Part of the reason they struggle so much is that pretty much everything nowadays has an easy time locking them down or blowing them up before they can live long enough to significantly contribute before the late game. When both
and
were conceived, both of them were intended to be items you'd buy against bursty champions. The problem is that far less ADCs are buying Bloodthirster than before the marksman update, and few are buying Death's Dance at all. My suggestion is to look at these items for changes to partially alleviate the problem.
Maybe give Bloodthirster a better shield at early levels, or rebalance Death's Dance to favor ADCs more instead of basically being an assassin item by giving it crit or attack speed instead of CDR, I dunno. The point is that despite ADCs struggling against exactly what these items counter, these items aren't being bought in significant numbers.
