what am i supposed to do as melee top vs lane bullies that also scale hard

As someone who plays quite a lot of juggernauts, I'm really curious what I'm supposed to be able to do vs these picks, when they can crush me in lane with little to no effort on their part, and then out-scale me drastically even if we go even in lane. I wanna know what the counterplay is to these champions besides "don't play melee top in season 6"

Rumble and Kennen have been prominent top-lane picks since season 3, so this isn't a new issue by any means.

Also Rumble's late game scaling isn't that great, unless he hits a really good ultimate, which isn't easy with all the mobility creep in the game these days.
