Considering her cooldowns are quite low for other artillery/burst mages, they are pushing her ult away from waveclear, giving her incentive to flash fry champions with it instead of creep waves.
DrCyanide2 votesYou've got the 20% CDR from Morellonomicon at least, which means at level 16 landing a kill with the ult puts it on a 20 second cooldown, so between 15-20 seconds with a fairly normal build.
It's not going to push her away from using it for wave clear, since there's no punishment for using it for wave clear. If anything, we might see her using it for wave clear more often, since she can get a kill in a skirmish, then back off and ult the wave as well.
Edit: At level 6 with a Morellonomicon + kill it'll be up in 45 seconds, compared to the current level 16 with a Morellonomicon being up 40 seconds.

Her average winrate in high Elo with experienced players is only 52% which is really freaking low for those who are dedicated mains.

You can't only look at Average winrate, because that isn't the only stat there. Dedicated mains are meant to have a higher than average winrate because of how good and familiar they are with their champion. Lux is only at 52% with her dedicated mains, which actually why she is weak and needs buffs.
