Ya cause I really remember Poppy having store access when she feels like it. Upgrading allies items. Creating her own wall to enhance her E, Spewing Fire, extending ally CC, and also summoning a giant Ram that they can redirect by hitting it.

Doesn't have a massive disengage tool that makes any fight 4v5, doesn't have a way to stop gap closers, entirely different kit. Yep, seems like the same thing.
