Playing against fiora top is so frustrating.

Espicially if you are playing a tank. It is a complete losing matchup and you have almost no agency. The burden of messing up is on the fiora player. In levels 1-3 she can all in you easily within your minions. You only become even with her at levels 4-14 which is around 0-1.5 items. Once she gets hydra and cleaver she has outscaled you and can even start diving you 1v1. If you are a bruiser, the outscaling point is about level 16 where she gets lvl3 ult. Once she gets her 3rd item (usually bt), she can pretty much 1v1 anyone under tower and even 1v2 to some extent. In teamfights, she doesn't even have to dive the backline because she has massive hp shred and can just delete your tank.
