Can Darius have a base movespeed buff?

Let's be honest, he's not gonna make it to half of the ranged champion roster and his bleed movespeed bonus is only truly helpful if he manages to get in range and damage the enemy.

I was thinking his base movespeed could be 345 or 350 but his passive movespeed bonus would be nerfed to 3% more movespeed for every stack.

So at 345 movespeed if he got a hemorrhage stack he would be at 355.35 movespeed.

At 350 movespeed if he got a hemorrhage stack he would be at 360.5 movespeed.

On live with the 5%, he would be at 357 movespeed with a stack.

Thoughts?

...Darius doesn't have 350 movement speed but Lee Sin does?
