Vlad's sitting at a 40% win rate now.
Yeah, dropping 7% definitely didn't hit him hard with the Rylai's nerf like you thought, right?
You got us Riot. You know stuff. :^)

Yeah... He sucks It is something that he should be good at by now.
Because hes a VAMPIRE! HAHAHAHHAHAHAH!
*cries a silent tear for one of my former mains*

No tears for Vlad.
He has no mana.
That was a bit uncalled for!
[zombie-nunu-tears]
Well he is a Hemomancer not a vampire, but no one cares. I just insulted .003% of players that actually know that
Yeah I'm pretty numb to that whole deal at this point since its regurgitated by everyone that doesn't know all the time. Hemomancer is a much cooler concept, though.
I know his background story, but given that the Vampire lords in Warhammer use a very similar kind of magic as Vlad does (Including bloodpool, using blood as projectiles and sucking "vitae" from a distance), I am going to call him Vampire nonetheless. ^^
Unlike Azir, Vlad is not overloaded though. There's no reason for him to be at a 40% winrate without buffs, especially if champs like Azir and Kalista have recently gotten buffs when they were at 45% winrates.
The only additional feature in his kit outside of damage is healing and a gating feature that's about net-neutral with the old kit that's even less overloaded, thus the reliance on WotA at the time.

*41-43% win rate
im pretty sure rito sees vlad just like they do morde and shaco
"toxic" champs. Although there are plenty of toxic champs in the game, lets keep 3 these absolute trash let the others be good
Yeah, idk why. Vlad actually has drawbacks.
well, when vlads good and meta, it really isn't a good experience for the player on the other end. People just don't like losing to vlad due to the nature of how it happens, similar to yasuo but just in a different way. It just feels like you can't do anything vs vlad. You both all in, neither dies, but you in 30 seconds he's back to full and ready to dive you if you didn't recall. Or you're constantly winning the trades, but he Q's minions to heal and eventually kills you. That just isn't fun for the person on the receiving end
Like think of a champion you just can't stand laning against (when they're strong), vlad is that to alot of people when he's being picked alot. Losing to a vlad is much less fun than losing to say a cassio or a syndra.
Now, do i personally think this is a reason to keep him weak? No. There are plenty of champs that fit this description that are allowed to remain good/viable/not terrible, so i personally don't see a reason to play favorites
The only time Vlad's meta is when something is overtuned, and that something seems to always be either his R or his E; usually E.
Vlad really doesn't heal that quickly until after laning phase is over now, fyi.
Also, nothing's worse than losing to cass/syndra; outplaying them for 5+ straight seconds for them to land one thing (in syndra's case just her ult) and still 100-0 you before you can do anywhere near similar damage over that entire 10 seconds.
Finally, the way to beat Vlad is to just be aggressive. Any champion with a gapcloser can harass him out of lane before 7.
People don't understand ranged vs melee dynamics since the majority of them are broken and practically unable to be dealth with. Vlad's one of the few healthy ranged vs melee candidates left, it just doesn't seem like it to many because they don't apply the appropriate pressure in lane. If you get onto him, you will do far more to him than he can do to you, and he doesn't heal much early, and has extremely long CDs.
That's why I think he has absolutely no reason to be this weak. Riot doesn't have a real excuse for it.
"Hurr professional use overbearing". Yeah, and it immediately dropped off after his E was nerfed. Maybe if they reworked his ult he'd actually be balance-able.
People are gonna pick whatevers strong, if vlad was strong he'd get picked most likely.
I know he doesn't heal atm, i'm giving a what if scenario, going to a time when he was good either just after his rework buffs or eons ago.
People are numb to getting burst'd down because it happens so often since everyone does it. Sustain is much more of a toxic mechanic to fight against than just burst in the opinion of the majority. You personally may hate getting burst down more, but that's not how most people feel. And being burst down is a very short window of agitation. Like, it happens, you're upset, and that's that. When fighting sustain this being angry is spread out over a longer time.
I personally like vlad and want him to be strong as well. I just like that he can lane either top or mid and not give a fuck
