Cause why not? It's not buffing his damage at all. It probably won't increase his ban/pick rate by very much. Just a quality of life buff. Maybe 1 mana on every minion or small monster proc and 10 mana for each large monster or large minion proc and 20 mana for each champion. This isn't a lot of mana. Trust me. But it'll make me feel better playing Ekko after he gets a buff, even if just a small one.
