They Buffed her early game Q. That's literally more or less it. +10 base damage, -2 seconds from cooldown at rank 1. Scaling reduced by 15%(.7->.6).
They also made it so she could flash while ulting, but I don't think that had this much of an effect.
Yet she went from 35th highest winrate supp to 7th.
Cd buffs arent minor.
CD reduction on an already hideously low cooldown is not minor.

Lmao, please... She (Lux) has been on a 54% Winrate on Supports, for months in Season 9, if not more... Then they "Nerfed" a bit (Not really Lmao), and buffed a bit later... Incredible Riot, with their favourite champs.
Where are you getting your numbers? U.gg has Lux in this current patch below 50% win rate and 6th from the bottom in terms of overall win rate.

This is an example how hard is to balance stuff without breaking it. You have more than 100 champs with all of these items. 1 damage buff to somethign can mean a lot of different things for all these champions and items. Next time people that blaming RIot for not balancing the game on 100% , have to think about that they simply cant do it. No game is 100% balanced.

It's also possible that the source you're getting the winrate from just doesn't have enough data yet to make accurate rankings. The patch's only been out for a day, after all.
er 2 sec reduced cd on a zoning - and hooky - spell is quite nice.. and that is 20%! also, being able to flash while ulting basically gives her an escape card if she is dived: q in melee range will hit ofc, R from there for a near kill and flash away as that isn't a complete stun so she'd be dead. no more.
