His E is an attack speed steroid and also gives him bonus magic damage on attacks
He is very viable as an ADC, or with on-hit effect stacking

Ziti Al Forno2 votesConsidering that Kennen, Teemo and Azir are considered secondary marksmen (well, technically Teemo is primary marksmen) and have just as much emphasis on autoattacks while being ap champions, I don't see why he isn't.
Sow1 votesHe is about as viable as Kennen or Thresh adc. It can be done, but every single true marksman is more viable.
