Definitely not the creeps that's for sure. Poor lil guys gonna get farmed for 40 mins.

Define winning. Eventually, they'll both probably end up waveclearing instead of trading poke, meaning they'll have roughly equal CS.
Xerath is somewhat better at pumping out consistent, massive AOE damage, but Ziggs has more area control/utility (escape on his W and lingering CC on his W and E).
Whoever gets the most cs.
