Can Riot decide what rank I deserve to be?

Getting demoted constantly then easily climbing back to same rank. Either drop me down in High Silver or keep me in Low Gold.

they do by how you play, win games and you'll climb, lose a lot and you'll drop. that simple.

So I'm good enough to be gold bad enough to be silver.

Yes basically they judge by how many times you win/loose matches and how good you do in them so if you win 3 matches with 12/6 than your rank might increase but after that if you start loosing several matches they'll think (Hmmm maybe he should stay silver) so basically your confusing the system and have a inconsistent pattern
