In which situation is better to use FoB Or DFG Over thunderlord decree? Most builds i see in championgg suggest thunderlord decree on stuff like veigar, leblanc (DFG) or Draven (Fervor) when i believe DFG/FoB could be more useful?

Fervor is better for AA focused champions.

deathfire is only for really specific champions with a lot of DoTs or who cast a lot of spells constantly over a long period of time fervor is better on auto focused champions, if you expect a trade to go to 4 or more autos then it might be better.

On Draven it's debatable, he does auto attack but he hits so hard and is so focused on getting the upper hand in as few hits as possible that thunderlord's is still seen as better.

I don't really get why people go fervor on Draven. Riot even said to take warlords on him in some post. Fervor deals on hit damage. That's not the same as attack damage as on hit damage will not be amplified by q or crits. Therefore fervor is better with attack speed-centered builds where you hit enemy champions very rapidly throughout a fight to build up, maintain, and consistently apply the on hit damage. Draven doesn't build that much attack speed so he doesn't get that much benefit from fervor. Warlords bloodlust is better due to it synergizing with critical strikes and its built in lifesteal. This lets you build essence reaver or infinity edge first item and deal more damage while still having sustain and some extra attack speed.
