But I can't find any. In Diablo I have a tab with available guilds - I can write to any member and become another member. In WoW I have even more options with filter for guilds (PvE, PvP etc) and guilds have raid schedules and. Where are my team search tools in LoL? How I should play DQ then?

You can post here that you are looking for a team.
In DQ, you can talk to the other players in the cue to see if they want to team up in the future.
You can add them to your friends list, and ask is they would like to team up.

There are several options. I have made friends and found teammates this way. You may even find some top-tier players that can help you improve your play. I have found quite a few. It is a trial and error thing, but it is possible.

Try to understand me - I'm not a newbie in this game. I'm playing this game for many years, I was captain of many teams. I was a member of even more teams. So I'm talking from position of experienced player. Some games have much better things to work with teams than LoL has now, so there is a huge space for improvements.

I understand completely. There is always room for improvement.
