A winning lane should not be able to freeze

This is a retarded mechanic that shouldn't be possible for a winning lane, particularly at top lane. It can completely remove one player from the game, if they get counter picked.

This isn't just winning, this is dominating, and there's nothing the losing player can do about it.

It's effectively denying the other lane 100% EXP and CS, and then they can use their advantage to dive them under their tower once the wave finally pushes, denying them the backed up minion waves. This isn't healthy for the game.

You're missing the point completely. Once the wave finally reaches your tower, you get dived from 100%, because you're so far behind. With the harder jungle, you can be a little less far behind by doing golems/gromp, but you're going to be at 60% health when they dive you.

Not all top champions can successfully roam.

No, I meant that if you were behind on someone sustainy like Aatrox(maybe nobody plays him anymore but he's the first sustainy champion that comes to mind), you can farm jg, and come back to just get the xp from wave. Also, you can go roam, help your team, since its a 5v5.

Point is you can be on the winning-side too. What the hell would be the point of having an advantage if it is removed because you don't like getting denied CS. Go roam.

I've noticed this all too often when playing champs like Ashe where the early game damage is already rather low. After about 5 minutes if you haven't gotten a kill there is a good chance you're farming your turret from Blue. It is retarded.
