what are you gonna do with them?
there's not really any worse feeling than being behind as one because you have no utility to contribute and you don't do enough damage to draw aggro (or you're not tanky enough to survive aggro)
do you really think this extremely limited design is balanceable in the long term for an entire class? most of them are just stay checks with no mechanics beyond being tanky and doing melee damage.

Not really.
ADCs typically need something to engage for them and something to peel for them.
Juggernauts by design never need peel, they only need engage.
