Actually his Q feels stronger and more interesting. Higher range and double proc per cast are nice payoffs for the loss of reliability. His old stun was extremely frustrating to play against when the Veigar was very skilled, and right now it's not impossible to land at all, although it is much more counterplayable than before. It's still a strong zoning tool, even if you're bad at placing it.
The R seems from another age and it doesn't feel like it belongs to current Riot's phylosophy in terms of design and I agree it could be changed to something more interesting. I thank you, though, for not having written "Daily remainder that Veigar...". That has lost its power by now u_u
