The new enchantment is only gonna be good on a few champs at best

It might seem good on paper but in game it's really not. Once I got the item my clears were good enough to the point where the proc wasn't very useful in helping me clear anymore. In fights it really just seemed so weak. Unless the enemy team is really grouped up close together it's basically a worse lich bane. A 0.3 AP Ratio is laughable at best. It only gives 40 AP and 10% CDR which is pretty bad. I was playing Akali so I'm not sure about the mana sustain passive but it doesn't look like it will be good enough to justify this item.

To top it off if you buy it it makes Lich Bane a less efficient buy and since a lot of AP Junglers like to buy Lich Bane then buying this item just gimps them later on. The only champions that I could imagine this being good on are and but you have to be REALLY pushing it for I would much rather have Magus. The extra AP and CDR is much more useful and it doesn't gimp Lich Bane users as well. Just add the mana sustain passive to magus and that should be good enough.
