I honestly would not mind increasing it's price as long as it feels like a more worthwhile purchase and use of an item slot.
Add mana to Rylai's, or increase it's AP, or improve the slow. Anything is better than the current state of this item.

IMO they should increase the slow on single target spells rather than AOE spells. That way not all champs can benefit too much from it.

Just like you dont want frozen mallet being a strong generalist build i dont want abilities from 1000 range slowing me AND being on an item that is good regardless of the situation.

We really could use a bit better tanky options, most hp/ap items only give ~300 exept for roa, which needs so few can really use it and it's not suited as situational item when you feel like you need more tankiness later on, and Rylais already is mostly used for rather tanky builts.
Best would be if they rethink it's slow passive(as well as that of mallet) and give it a rework, permanent uptime on an item slow is not a good idea and will always have to be undertuned or it'll cause abuse cases.
